In November 1906 the construction of Emden in Gdansk began. Launch should be in May 1908. Even though the work on her sister Dresden began in 1907, she was delivered eight month earlier than Emden. So the class was named after Dresden. Emdens trial run started 10th of July 1909. After four weeks the trials had to be interrupted because Emden had to take part in a maneuver and then served as convoying ship for Hohenzollern. After that she was integrated into the cruiser squadron in eastern Asia.

On November 9th, 1914 Emden met the Australian cruiser HMAS Sydney which finally beached her at North Keeling Island. The achievements of cruiser Emden were outstanding and therefore the surviving crew members were allowed to suffix the word 'Emden' to their names.
